I'm assuming that the garters are being worn on the mannequin on the outside of the petticoat so that they can been seen on display? I can't imagine that having all of that fabric bunched up around the knees tucked behind the garter straps did anything flattering for the skirts that lay over them, much less make walking comfortable.

Hi Rachel - yes; as it says in the post above: "Though not actually worn as depicted here (the garter belt in fact would be under the petticoat)"
